MONTROSE, Colo. — The City of Montrose has agreed to pay a man $35,000 in a tacit acknowledgement that one of its police officers violated his free speech rights by ticketing him for swearing.

The New Jersey Democrat broke a record that has stood since 1957, as his party comes under pressure to protest more.
