Prime Minister Justin Trudeau recalled a solid relationship with the U.S. built on history and necessity as he announced retaliatory tariffs in response to a trade war that surveys have found Americans aren't eager to pursue.

President Donald Trump signed an order to put tariffs on U.S. neighbors Canada and Mexico, as well as China, starting Tuesday.

Canada, Mexico and China account for more than a third of the products brought into the United States. Tariffs could lead to higher prices for consumers.
