Understaffed police departments and concerns over public safety are spurring greater use of private security guards. But they aren't a perfect substitute.

When officers got there, they found a man had been shot. The man, later identified as Anthony Egeonu, 39, was transported by Dallas Fire-Rescue to a local hospital, where he died, DPD said.
