Agencies continue to suspend funding, despite multiple court orders blocking the federal freeze. Experts say the Trump administration’s actions set the stage for challenges to Congress’ authority — and the limits of the presidency.

U.S. District Judge John J. McConnell said the government has not restored funding in several programs despite his Jan. 31 order temporarily halting the freeze.

The administration is still freezing federal funds in violation of a judicial order stopping it from doing so.
